Museveni bans dust in city


Kampala

No road or pavement in and around the Kampala City centre should be dusty, President Museveni has directed the Kampala City Council.

The President issued the order on Wednesday afternoon while handing over multi-billion shilling road construction equipment to the city authorities at the KCC Parking Yard.

“I don’t want to see any more dust in the city. Pavements and walkways should be tarmacked and the green gardens should be fenced off,” he said.
Road equipments were acquired from part of the $10 million (about Shs19 billion) that government approved for KCC to establish its own road maintenance unit in the 2008/09 financial year.

The machines was acquired through a partnership with Chinese firm China-faw Group Import and Export Cooperation.

Kampala Town Clerk Ruth Kijjambu said the acquisition of the equipment will reduce their expenditure on roads maintenance and repair by 60 per cent.
“We have been spending at least Shs1 billion to construct a kilometre of [tarmac]. This will be reduced to about Shs400 million per kilometre,” Ms Kijjambu said.

Out of the 900-kilometre road network in Kampala, 600 kilometres are of gravel roads. The government allocated a large chunk of the money for hosting the 2007 Commonwealth Heads of Government Meeting (Chogm) to be used to repair major city roads.

However, many of the roads have since disintegrated due to what auditors say was poor workmanship on the part of companies contracted to carry out the emergency repairs.

KCC officials have in the past blamed the central government for failing to fund projects that include street lighting, construction of walkways, upgrading feeder roads among others.

They have argued that the KCC revenue base is too narrow to facilitate effective service delivery.

But Kampala Mayor Nasser Sebaggala, says the machinery handed to KCC is an indicator of the fruits that can be harvested when the central government and city authorities shelve their differences and work together.
“It is the cordial relationship between city council and central government that has yielded these ‘fruits,” he said.

Any body who can talk to the president ...tell him.....the city is too dirty with potholes yet he gave out machinary for repairing roads thx

Banange bukoto - kisasi road is the worst,People are funny but the mayor is the worst a road that goes to your village!!!!!!! Muswaleko , you can even make fishpool

Whats the difference in mandate between the ministry of transport, the Kampala Capital City Authority and Uganda National Roads Authority? We seem to have too many institutions doing the same thing and wasting the tax payers' hard earned money . That's where the problem is. KCCA should concentrate on fighting for taxi tenders with UTODA as well as evicting vendors from the streets and eating their menvu and miyembe; and increasing their salaries while the ordinary Ugandan can not afford even the most basic of items. That's the only thing they are good at. Let UNRA take over road repair and maintenance. KCCA is a den of thieves.
